MERET Hospital Incident Command System (HICS) Toolkit
This toolkit was developed to assist Regional Hospital Resource
Coordinators (RHRCs) and others who are qualified to teach hospital
incident management system courses that are patterned after the
National Incident Management System. The goal of this training is to
help hospital management (1) better understand the hospital incident
command system, (2) open an incident command post, and (3) assume
command and general section chief positions within the HICS
infrastructure.

This toolkit is based on the courses required in directive released
in September, 2006, by the National Incident Management System (NIMS)
Integration Center. This document requires the completion of elements
9-11 which state that key personnel are to be trained in ICS 100 HC and
200 HC, IS 700, and 800. The IS 800 course is for those individuals who
are in charge of emergency management and is not included in this
toolkit. The toolkit course material is adapted from the FEMA Independent Study Program website.
